What should a examination in Russia help? IMHO everything will be paid for "green documents".

I ask to check this link:

An independent commission should check the condition of the dam of the Sayan-Shushenskaya GES

For a long time thinking about the "green papers". Finally understood :-)
In Russia there are at least three authoritative work, which substantiates the danger of the dam. Two of them are written very old man, who has no fear.

Hey guys,

speaking for all of us who actually do not speak or read Russian perfectly (hence cannot follow the links provided) - what precisely happened at this power plant site and when?

Cheers

August 17, 2009 at the dam of the Sayan-Shushenskaya GES impacts was occurred. As a result, the second unit, weighing 2000 tons vomited from the base. Engine room flooded. In consequence, all units are stopped. Killing 75 people.
http://forums.drom.ru/hakasiya/t1151240353.html

So far, no one hydro unit is not running. Dam water passes through the spillway, which is not designed for continuous operation. In consequence, eroding bedrock of the dam (note the green color of water)
http://maklakov.livejournal.com/395621.html

To skip the spring flood hastily constructed an additional outlet, which was to be built several years ago. Since the accident at the construction site build 3 concrete plant, and a month to launch another one. On the construction works 3000 people.

I can not find more recent photos. It looked spillway in late autumn, when the construction reactivated.

The first part of the spillway should be run by 1 June. Second - a year. The problem of the dam is that it irreversibly destroyed when its level exceeds 539 meters. Already, along the base of the dam is a crack, which is 75 percent of the square base.

Thus, the leaders of the dam only hope that the flooding this year will be small.
A permanent spillway breaks bedrock under the dam, and this year this place will not be repaired. Flood forecast for next year is impossible.

There is currently no reliable data on the status of the dam. It has been proved that most of the parameters, which are published on the official site (http://www.sshges.rushydro.ru/) does not correspond to reality:
http://forums.drom.ru/1082500051-post2470.html

Thus, in society there is a discussion on the need to create an independent commission that will evaluate the safety of the dam during the flood:

Ein von mir damals geschriebener Artikel in der MDZ: http://www.mdz-moskau.eu/index.php?date ... atastrophe

(Die Überschrift war nicht meine Idee.)

Problem ist nun, dass der Notablass eigentlich nicht für die Dauerbelastung ausgelegt ist. Deswegen brauchen sie einen zweiten Ablass, der wird aber erst nach der Schneeschmelze fertig. Reichlich riskant.

Good article (look in the translation). In it are expressed in clear language all the major issues.

Thanks. I have relatives in Abakan so I am quite well informed about this issue. I saw Shushenskoe several times with my own eyes. I do not believe in a further catastrophe, but I am wondering about the delay with the second overflow.
