In Luhansk the situation remained volatile. On 2 June, shortly after 15:00 hrs, rockets hit the occupied regional administration building. Based on the SMM’s limited observation these strikes were the result of non-guided rockets shot from an aircraft.

Ukraine’s authorities should review counterinsurgency operations in southeast Ukraine to ensure that government forces are complying with all of their obligations under international law, Human Rights Watch said today in a letter to President-Elect Petro Poroshenko.
Ukrainian operations have escalated in recent weeks in civilian areas, with both Ukrainian forces and antigovernment insurgents using mortars, and Ukrainian forces using a variety of other wide-surface weaponry.
Another house on the same street is half-destroyed by mortar shells, and several more damaged houses are just steps away. The sites of the strikes leave little doubt that the shells are coming from the Ukrainian military base on a hill across from Slavyansk – in response to shooting and shelling by insurgents who are in and around the village.
Oder zusammenfassend
By operating in populated residential areas, insurgents may be endangering local residents because they may draw government fire. The Ukrainian government is entitled to carry out law enforcement and military operations to counter an armed insurrection. But criminal conduct by insurgents does not relieve the Ukrainian forces of their obligations to act in accordance with international law in their operations, particularly with respect to use of lethal force, Human Rights Watch said.
diesen Artikel:
Anti-Kiev forces in eastern Ukraine are abducting, attacking, and harassing people they suspect of supporting the Ukrainian government or consider undesirable, Human Rights Watch said today. These forces, who call themselves the “Army of the Southeast,” seized control of the city of Luhansk in April 2014 and since then have abducted dozens of people, beating and torturing some of them.
Human Rights Watch researchers in eastern Ukraine interviewed several people who described being beaten brutally, intimidated, and threatened while in captivity in Luhansk. A member of a pro-Ukraine family in the neighboring Donetsk region also told Human Rights Watch about a raid by armed men at their home during which the assailants shot up their home and viciously beat a 24-year-old man and his father.
“Anti-Kiev insurgents are using beatings and kidnappings to send the message that anyone who doesn’t support them had better shut up or leave,” said Hugh Williamson, Europe and Central Asia director at Human Rights Watch. “These forces are out of control, abusing people at will.”
Lies den Bericht ruhig bis zum Ende.
