Und genau so wird es nun hier.

Beginning 1st December, the telephone code for Moscow will be changed
On 1st December 2005, the Moscow dialling code of 095 will be changed to 495, the Moscow Region code of 096 to 496, the Kursk Region code of 071 to 471. This was announced by the RF Ministry for Information Technologies and Communications.
According to a representative of the Ministry for Information Technologies and Communications, approval was granted on 3 August 2005 for order No 95 to have the assigned geographical-location-specific and non-specific dialling codes changed. A ministry source specified that to make it easier for the users both dialling code schemes will be valid between 1st December 2005 and 31st January 2006.
This move is designed to eliminate the 0 from the location-specific dialling codes to enable introduction of new arrangements for accessing intercity and international communications networks.
According to the spokesperson for the Ministry, the next step will be to replace the 8 and 8-10 intercity and international line access code sequence with 0 or 00. Moreover, the dialling for operators of non-location-specific networks will be substituted by location-specific dialling.
In addition to that, beginning 1st December 2005, changes will be introduced into dialling codes of 17 constituent territories of the Federation, including locations in the Central Federal District, as well as the Kaliningrad Region. This was announced today at a press conference by Vitaly Slizen, director of the department for the government IT and communications technology policy of the Ministry for Information Technology and Communications.
He said that the 0 prefix in the current codes for accessing intercity and international lines in the areas concerned will be replaced with 4.
The codes will be changed for the Belgorod, Bryansk, Vladimir, Voronezh, Ivanovo, Kaliningrad, Kaluga, Kostroma, Kursk, Lipetsk, Orlov, Ryazan, Smolensk, Tambov, Tver, Tula, and Yaroslavl regions. As reported earlier, the Moscow dialling code of 095 will be changed to 495, the Moscow Region code of 096 to 496.

Jaa, hab ich am 2.12. zuerst auch unter 095 versucht, weil ich eben gelesen hab, dass beide Vorwahlen noch 2 Monate also bis 31. Januar 2006 gehen Naja..leider hat es unter 095 net geklapptvoip-now.de hat geschrieben:ab heute sind zum Teil Nummer 095 nicht mehr zu erreichen. Die sind dann nur noch unter 495 zu bekommen.

die Anbieter von Call-by-call verlangen teilweise unterschiedliche Tarife, abhängig von alter und neuer Vorwahl., so z.B. 01015 und 010012.
Anscheinend wird 495 noch nicht immer als Vorwahl für Moskau erkannt, das ja häufig günstigere Tarife hat als Städte in der "Provinz".
